Only a Few Years of Probation and Registration for Woodbury Man with Library of Child Porn

In September of 2016, police conducted a search warrant of 9669 Bluegill Road Woodbury. The unassuming home near Target in Woodbury was owned and occupied by Steven Donald Rask. It is unknown if he continues to live here. The police found over 150 documents of child porn on multiple computers and hard drives. He appeared to cooperate with police and explained how he typically searched for his expanding collection of child porn on the dark web. The investigation took almost two years to go through all the child porn to determine the extent of the case. According to the criminal complaint, 41 of the child victims were recorded or known with the center for missing and exploited children. The child advocacy group Protect.org identifies Minnesota as a crisis area for child porn given the weakness of our current laws. In April of 2018 the Washington County prosecutors charged Steve Rask with only 3 counts of possessing child porn. The county has been known to charge with up to seven counts in one case in the last two years with a man that had hundreds and hundreds of files of child porn; however, as in this case, Pete Orput's County Attorney office gave the child predator a plea deal and all charges except one were dropped in exchange for one guilty plea. In December he was sentenced to just 5 years of probation and if he follows the terms of probation he will only do two thirds of the sentence. Is a few years probation enough? Is only a few years on the predatory offender registration going to keep the public safe? 

The fact is the predatory offender registration list is not public in Minnesota and the maximum time on the offender list is only 10 years. In extremely rare cases offenders are registered for life as a level three sex offenders, but are still held privately on the list with where their address is. Level one and two offenders can't even be looked up by the public and only two other states (Maine and D.C.) have laws that weak. But these states don't have over 20,000 sex offenders like MN.

In Minnesota, law makers and prosecutors believe child rapists can be "rehabilitated," do not need to be monitored, and can become good members of society. The evidence is the fact no bill has passed to make sex offender law more tough in the last two years. Also, Only several hundred of the over 20,000 convicted rapists in Minnesota are confined in prison. If you hope to see any law change, continue to contact law makers, especially Senator Warren Limmer who has refused to pass the sex offender bills in his key special committee in the Senate. 

It's clear that just because a child rapist is charged or convicted, doesn't mean justice will be served after sentencing if convicted. Therefore, if the punishment for ALL criminal sexual conduct crimes is raised than weak charges and convictions will be stronger. With the raised bar there won't be a thing as an outrageous plea deal to lesser rape charges or a weak sentence.

Tell legislators to also make the sex offender list public like nearly every other State in the Country does. All but MN, DC, and Maine have public lists. Maine only has 2,700 sex offenders in their state though. Compared to over 20,000 in MN.

Convicted Child Rapist Only Got Probation and Now Charged with Child and Adult Rape

Convicted child rapist, Justin Martin Ramos, was arrested October 1st at the Key Inn located in Woodbury from a warrant that was out related to a new child rape and a young adult rape case. The first child he was convicted of raping was a 14 year old in 2015. He didn't spend a day in prison, only 69 days credit for time served in Jail while likely awaiting a bail hearing or funds to get bailed out before trial it appears from public state records. For this crime he only received this time served and 5 years probation because of weak MN sentencing guidelines that only legislators have the power to change.

According to MN court records he was convicted 6 months later in 2015 for felony failure to register as a sex offender. Again in 2017 he was convicted of felony failure to register as a sex offender. Both cases he received a slap on the wrist and was let go to return to the public (as evidenced by his numerous probation violations).

Fast forward another year forward and in September 2018 he was charged with the rape of a 16 year old and of a 25 year old who said she was also raped "throughout her childhood" by Justin Ramos and on the day in question. According to the criminal complaint Ramos entered the first child's bedroom and got in bed with her while her friend was also in the room having a sleep over. After being raped the child told an adult who was in the home and they called police. When the police investigated they document the 25 year old female explained she was raped "throughout her childhood" and this same day by Ramos. Before leaving the home he told the victim that he had to "go on the run", but he was found days later in Woodbury at the Key Inn.    

The Ramsey County Court is charging Justin Ramos with a weak 3rd degree rape charge with force or coercion for the child rape it appears and third degree rape of a impaired/ helpless victim for the rape of the 25 year old (because she was sleeping and awoke to being raped according to the criminal complaint). Child Predator Convicted, No Jail, 2 years Probation, No Registration, Lives by Woodbury Elementary and Middle School

This is another article about the combined issue of weak charges, weak sentencing, and it all revolves around weak MN sex offender law. Over a dozen examples just like this and worse in just two years and in Washington

Over two years ago in April of 2016. According to the criminal complaint, John Gary Kipka, age 37, responded to an online post titled "Life can be frustrating for a high school girl." After some chatting back and forth he asked her age. She said 15. His response was "Damn could be fun, but bad for both of us." 

Kipka continued by asking sexual questions and explained in detail the sexual things he'd like to do to her. Eventually he asked to meet her for sex stating it would have to be kept a secret according to the criminal complaint. 

John Kipka arranged to meet the child at a Super America gas station in Woodbury. When he arrived he was arrested and informed he had been speaking to the Woodbury police, not a child according to the criminal complaint. 

The Washington County Prosecutor's office run by Pete Orput charged him with Sexual Communication with a child. Kipka was convicted two years later and this child predator will only have to serve two years of probation. He will not have to register as a sex offender it appears.  According to case records the conviction will be deemed a Gross Misdemeanor. The child predator's lawyer was Ed Simonet out of Stillwater.

The County attorney Pete Orput and the prosecutor Imran Ali did not respond to question on why they didn't charge him with soliciting a minor for sex. This felony charge, if convicted, would have at least required sex offender registration for a short time. The max length to be registered is 10 years in MN. This is concerning because, for the two years before conviction he was not prevented from living at his apartment, a block from Woodbury Elementary and Middle school and
even after his conviction he is allowed to continue to live there it appears. because his charged crime and conviction are so weak.

The judge's hands are tied in situations like this. They can't charge for crimes and they are held to very weak sentencing guidelines once they are convicted. 

The sex offender list is NOT public. There are nearly 20,000 registered sex offenders in MN and only about 700 are level 3 offenders that you occasionally hear about moving into the "general area" of a city.

Last year and this year not one sex offender bill passed. Half the bills to make stronger sex offender laws were held back in the house. Senator Warren Limmer called them "non starters" and refused to discuss them in conference committee. The rest were killed in the Senate by the lead of Senator Limmer and Julie Rosen in conference committee. Both refused to comment so far.

If you hope to see any law change continue to contact law makers, especially Warren Limmer. 


It's clear that just because a child predator is convicted of trying to meet a child does not mean the public will be safer for it. Therefore, if the punishment for ALL criminal sexual conduct crimes is raised than weak charges and convictions will be stronger.

No Justice: Man Who Held Woodbury Woman Captive 2 Days and Raped her Released After 15 Months and Now Charged With Stillwater Sexual Assault

Richard Holmes of last known address of 313 Leeward Trail Woodbury has "allegedly" sexually assaulted two people in four years, this time he's charged with sexually attacking a group home resident. He did more time (23 months) for his burglary conviction in 2003 than he did for his first rape crime in 2014 (15 months).  Holmes should have been in prison for over a decade for the 2014 violent rape in Woodbury where he held a woman captive for two days repeatedly beating her time after time and then violently raping her. She nearly escaped twice when while passed out from drinking but she was caught and punched in the face until she couldn't resist. It wasn't until the victim demanded he look what he'd done to her that he let her have her phone according to a DLonline article from 2014

Holmes also has a drug conviction, 3 DWI convictions, violating predatory offender registration, check forgery, and violating order of protection convictions according to the MN BCA. 

There are several reasons why Holmes was only locked up for 15 months. The first is the fact the Washington County Prosecutors dropped the rape charge in 2014 and they didn't charge him with kidnapping or higher degree of felony rape charges:
I: 3rd degree sexual conduct (violent rapists like this are usually are charged with 1st degree)
II: 3rd degree assault (1st degree is only for assaulting cops and some gov. workers; 2nd is only if a weapon is used)
III: False imprisonment  609.255 (this charge is far more weak than kidnapping, which if his 2014 crime doesn't fit the description of what kidnapping, what could?  609.25)

The second problem is weak sentencing laws in MN. This is evidenced by how Richard Holmes served more time in prison for Buglary (23 months) than holding a person against their will for two days and raping and beating them (15 months). As stated, Richard Holmes "allegedly" sexually assaulted again in less than four years. This time it was a group home resident. According to the criminal complaint on 3/15/18 he pushed the female victim into the bathroom at the home where she injured her arm and then proceeded to attack her and force her to perform a sex act as he exposed himself. The Washington County prosecutors took almost two weeks to charge him with 2nd degree criminal sexual conduct.

Only a Year in Jail for Man who Gang Raped 14 Year Old Child in Woodbury

In February of 2017 Dan Kevin Zambrano, age 19, last known address 908 Russell Street St Paul, MN 55101, was charged with several rape charges 6 months after violently raping a 14 year old girl with 3 others in a Woodbury townhouse in August of 2016. Why it took 6 months to charge them is not known. Unfortunately all the charges were dropped and he got a ridiculous plea deal it appears. One of the other men was recently convicted for his role in the rape, Parker Cole Running Jarvis, also got a plea deal. He only got 5 years probation and 10 months in prison it appears. see:

Dan Zambrano, or "Dan Zam" as he likes to go by on social media, was initially charged with strong 1st degree rape charges that would have got him over 30 years in prison according to the criminal complaint:

Unfortunately it appears the Washington County prosecutors folded and gave him an even worse plea deal than Parker Jarvis. They got him to plead guilty to 5th degree Criminal Sexual Conduct in order to avoid trial it appears.  This conviction fits that of a drunk at a bar who slaps someone's butt... not for someone who gang rapes a 14 year old child.

Something could have gone wrong in the prosecution of the case to explain this injustice of a plea deal. However, it is doubtful because if there was lack of evidence than all the charges would have been dismissed. We don't know because the County does not answer questions like this.

What is known, is all that is important. The fact a 14 year old child was gang raped and one of the guys who did it is walking with a year in Jail, with 279 days credit for time served, a $1,573 fine, and register as a sex offender for the maximum in Minnesota 10 years.

Fugitive Child Predator Who Police Report Says Was Caught With Pants Down and About to Rape Child, Found Living at Woodbury Hotel

Registered child predatory offender and convicted kidnapper William Lee Sjerven who is living in Woodbury has been charged with violating predatory offender registration requirements. According to the criminal complaint, Woodbury police pulled the car he was riding in over for speeding, they ran his ID and found he was wanted for failing to do his required check ins. He showed his address was room 139 at the Keys Inn, formerly known as the Red Roof Inn. Currently it's rated as a 2 star hotel according to hotels.com. It's off the 494 freeway and Valley Creek road in Woodbury.

According to the State BCA, In 1999 he was convicted of kidnapping and served 10 years. In 2013 he was charged with sexually assaulting a 12 year old girl and got a plea deal down to only child endangerment from the incident. He did only a year in jail and just 3 years probation for essentially getting caught with his pants down about to rape the child. The Mankato Free Press covered the story stating:

"The girl told authorities that Sjerven said to her, "I am going to do weird things to you."

Sjerven touched the girl's buttocks over her pants, the girl told authorities, and then picked her up and carried her outside to the backyard where he pulled down her pants and attempted to engage in intercourse.

Before that could happen, however, an adult came outside and observed the pair lying. The girl then ran to her father, who was inside the house. Her father retrieved a shotgun and pointed it at Sjerven.

Sjerven lived in Florida for a short time where he was a registered sex offender (see picture) and had his full name, address, photo, description, etc posted publicly on their sex offender website like 47 states do (26 of which post exact addresses). MN is not one of these states, the list is not public. The fact he moved back to live in the shadows of Minnesota is another example of how convicted child predators are drawn to live here.

It's horrifying that someone who was seconds away from raping a 12 year old girl, had it not been for the father with his shotgun, would get a plea deal in Minnesota down to child endangerment from the prosecutor. A crime he only did a year in jail and 3 years probation. Unfortunately, terrible plea deals like this are made all the time. In Washington County alone:

If convicted, he will likely serve little, to no, jail time (typically 30 days) for violating parole and simply get a small fine and time added to probation. The maximum time a sex offender can be registered in MN is 10 years. It's the weakest maximum in the Country. Read more here:
