Probation for Hugo Man Accused of Fondling Young Children at a Pool

In January of 2026 a man named Jeremy John Miller, from 15206 French Drive North Hugo MN, DOB 2-17-1981 was convicted of criminal sexual conduct, 4rth degree, contact age under 18 use of coercion. He was originally charged with criminal sexual conduct, 2nd degree, contact under 14, forcible fondling and assault 5th degree fear of bodily harm or

death. 

According to the police report, in July 2025 police were called to Water's Edge Community Association where a report of a male touching juveniles inappropriately at the pool. Police took reports from multiple adult and child witnesses that Miller was touching the groin areas of at least two children while playing in the pool with them. Miller was caught on video throwing other children he did not know into the pool. One child appeared to be clinging to a fence to prevent from being thrown into the pool. The reported victims were under the age of 14. Police met with Miller, who declined to speak with a lawyer present after being read his Miranda rights. He said he didn't remember touching kids inappropriately and if he did it was by accident.  

Miller was convicted of criminal sexual conduct, 4rth degree, contact age under 18 use of coercion. He was sentenced to just 5 years of probation and a $140 fine.

What is sad about this case, and nearly every other child predator case in Washington County, is the suspect is charged with heavy first or second degree charges but then get plea deals down to fourth or fifth degree convictions. Many times additional charges are dropped. The weak sentencing is not the fault of the Judge in most cases because the weak sentencing guidelines only allow for certain punishments. For over a decade the legislature is mostly controlled by democrats who appear to not act on putting tougher laws in place. 

The combination of prosecutors giving plea deals and the weak laws in Minnesota for child sex crimes the criminals walk away with just probation. 

This story is exactly why the child rape laws need to be stronger with better sentencing guidelines for one. The blame can be placed on the all democrat controlled legislature and Governor.  Our own Ethan Cha of Woodbury says:

In Minnesota, left wing law makers and prosecutors believe child rapists can be "rehabilitated," do not need to be monitored, and can become good members of society. The evidence is the fact only several hundred of the over 20,000 convicted rapists in Minnesota are confined in prison. Most only do a couple years and then are released without further monitoring. Tell legislators to also make the sex offender list public like 47 other states. All but MN, DC, and Maine have public lists. Maine only has 2,700 sex offenders in their state though. Compared to over 20,000 in MN. 26 states register sex offenders for life, MN lists most sex offenders to 10 years max.
