Cottage Grove Man Rapes 7 Year Old, Does Only 2 Years, Released, Rapes 12 year Old Dozens of Times in Two Year Period

 In Cottage Grove, just a block east of Park High School, resided a serial child rapist Donald Oreskovich. According to public court records, in 1995 he was charged with 3 child sex crimes by Washington County prosecutors for raping a seven year old child. Just as is the case in all but a few examples in the last two years, all the charges except one were dropped or dismissed. Oreskovich was convicted of 2nd degree criminal sexual conduct for the rape the following year. Also, just like today, the same broken
Minnesota Law and Sentencing guidelines only gave him 30 months in prison for raping this seven year old child. When he was soon released he eventually moved in a block from the local High School in Cottage Grove, Park High School in a home at  on 79th Street S (address removed because he no longer lives there). No one is allowed to know where sex offenders currently live in MN, literally only a few states in the Country do not allow the public access to this vital information. The best we can do is get the last known address from the original public court data.

As the years went by Don Oreskovich was charged and convicted of failing to register as a sex offender in 1999 and 2007; but again, MN law just gives a slap on the wrist with extended probation in most cases. Never have we seen these child sex offenders get extra prison time for ignoring their registration commitment. Side note, the max sex offender registration in MN is only 10 years.

Fast forward to 2014... Is it any surprise that Don Oreskovich was caught having raped another child under 13? According to the criminal complaint he raped a child multiple times on different occasions over a two year period. In one three month period he said he had sex with the victim "15 to 20 times." The victim stated she'd resist him "but he was too big" and would over power her. Other times he admitted to drugging her water with narcotics and prescription sleeping pills. Almost anyone you ask will tell you the mind of child rapist is so twisted there is little to no chance of "rehabilitating" them like some criminals. The best action most states have found is to not hesitate to lock them up for life on the first conviction or if released require life time registration and strict monitoring on a public run website. 

For Oreskovich, he was convicted of second degree child rape and only because it was the second time with dozens of self admitted accounts of having sex with the child was he sentenced to 30 years in prison. He also admitted to molesting a 9 year old and a 14 year old in the criminal complaint. Should child rapists be locked up for life the first time, or at least intensely supervised for life like in most states? 

This case is NOT uncommon in just Washington County alone. Many convicted rapists from Washington County sexually assault and rape again in the County after their first conviction or even second. These are just some of the articles from the last two years:

Even if County prosecutors got tough on these child rapists and didn't drop over half the initial charges and accept ridiculous plea deals these men would still face minimal prison time and sex offender registration. If you hope to see any law change, continue to contact law makers

In Minnesota, law makers and prosecutors believe child rapists can be "rehabilitated," do not need to be monitored, and can become good members of society. The evidence is the fact no bill has passed to make sex offender law more tough in the last two years. Also, Only several hundred of the over 20,000 convicted rapists in Minnesota are confined in prison. It's clear that just because a child rapist is charged or convicted, doesn't mean justice will be served after sentencing if convicted. Therefore, if the punishment for ALL criminal sexual conduct crimes is raised than weak charges and convictions will be stronger. With the raised bar there won't be a thing as an outrageous plea deal to lesser rape charges or a weak sentence.

Tell legislators to also make the sex offender list public like nearly every other State in the Country does. All but MN, DC, and Maine have public lists. Maine only has 2,700 sex offenders in their state though. Compared to over 20,000 in MN.

EmpowerSurvivors November 3rd Giving Voice About Childhood Sexual Abuse Event

Please consider attending the 3rd annual EmpowerSurvivors yearly event at the Grand Banquet Hall in Stillwater this November 3rd. The event is about supporting victims of childhood sexual abuse. EmpowerSurvivors supports victims year round and once a year they organize this Giving Voice event. They charge a small fee of $40 to $55 to cover the venue and costs. 

The reason the volunteers of Washington County Watchdog encourages the public to attend is to grow awareness and help support the victims of childhood sexual abuse that is rampant in Washington County. On the EmpowerSurvivors website it says 1 out of 4 girls and 1 out of 6 boys are affected by sexual abuse by the age of 18. Obviously, most child rape crimes go unreported.

We continually encourage readers to contact law makers to fix Minnesota's sex offender law that is known to be the worst in the Country. What can't be overlooked is supporting the victims. Again, please consider attending the event and at least sharing it on social media. Many victims of childhood sexual abuse do not know there is support for them in Washington County.

City of Mahtomedi Avoids Discussion of Contamination With Sudden Cancellation of October Meeting

MAHTOMEDI, MN - Since the New Wildwood Elementary School was built in 2012, Mahtomedi Residents Tim and Sheila Dewuske have experienced multiple illicit discharges containing sewage and contamination into Lost Lake, a lake in Mahtomedi their home is located on. They had their family dog pass away from tumors, and had some tests of the remains done at the University of Michigan that found toxin mercury at high levels in their dog. The Dewuske's have also found multiple red foxes dead around Lost Lake. The Dewuske's have sent multiple inquiries to Mahtomedi City Officials and the cities paid engineering consultants looking for answers, but those answers have not been provided. They have been met on numerous occasions with incomplete answers and are often passed to the Minnesota Pollution Control Agency (MPCA) and Metropolitan Council Environmental Services (MCES). 

City of Mahtomedi Avoids Exposure and Discussion Contamination Issues 

After numerous requests by The Dewuske's to add this item for discussion to the October 2nd City Council Meeting Agenda, the City of Mahtomedi suddenly announced they were cancelling the October 2nd City Council Meeting. According to the City of Mahtomedi Website, it states "Due to Lack of Agenda Items The October 2, 2018 City Council Meeting is Cancelled." Mahtomedi City Administrator, Scott Neilson, invited to The Dewuske's to speak on October 16th to speak under the Stormwater Pollution Protection Plan (SWPP) Agenda item, where they would only be allowed to make censored comments for three minutes. The City of Mahtomedi is refusing to add this item as a separate agenda topic.

Mahtomedi Public School's High School Parking Lot Reconstruction Involved a Installation of a Filtration System to Filter Toxic Runoff From Former Bellaire Sanitation Dumpsite now Wildwood Elementary

In a Letter to The Dewuske's from Meghan Litsey, Environmental Scientist, with WSB & Associates, Inc. (a paid consultant working for the City of Mahtomedi), dated May 16, 2018, the question was posed by The Dewuske's "Where does stormwater from the Mahtomedi School go once it leaves the school's property? Where does it flow from Grant into Mahtomedi and where does it end up in Mahtomedi?" The response from Litsey was "Stormwater ultimately discharges to White Bear Lake. It travels through storm sewer to the wetland southeast of where Old Wildwood Rd/TH 244 meet, to Lost Lake, and eventually to White Bear Lake. The only stormwater from Grant that comes into Mahtomedi is from the high school, and a small portion of runoff from Stillwater Road and Ideal Ave.  It connects into the high school where some of it is treated in the underground basin (beneath the high school parking lot), and then follows the above described route to White Bear Lake."  Litsy and the City of Mahtomedi were also not aware of any groundwater well testing that has been performed in the City of Mahtomedi.

Mahtomedi Public Schools Published Meeting Minutes Reveal No Public Information About Installation of Parking Lot Infiltration System 

The December 10, 2015 Minutes of Regular Meeting for The Board of Education of Mahtomedi Public Schools described the $8,175,000 local property taxpayer funded abatement bonds project as "Extensive improvements and reconstruction of parking lots, sidewalks and pathways, including exterior lighting projects at Mahtomedi High School and Middle School, O.H. Anderson Elementary and the District Education Center to provide safe and reliable access to buildings will take place over the next two years." There are no documents or reference to the installation of a parking lot infiltration system in any Mahtomedi Public Schools published documents. There were several Mahtomedi Public Schools Facilities Committee Meetings held between 2016 and 2017 regarding the Phase II Abatement Bonds Construction Projects, but no public meeting notes or minutes have been published by Mahtomedi Public Schools. According to Mahtomedi Public Schools General Contractor, Petersen Companies, their company website reveals they removed 45,000 cubic yards of existing soil and replaced it with 35,000 tons of sand for parking lot soil correction. The construction also included 60 concrete structures including 8400 feet of storm drainage piping and two underground stormwater chamber systems. There are currently 50,000 cubic yards of a covered landfill and contaminated lands that sit right next to Wildwood Elementary, the former Bellaire Sanitation Landfill. 2017 Stormwater Tests have revealed the following toxic chemicals around the Wildwood Elementary property: 1,2-Dichloroethane-d4 (S) %. 4-Bromofluorobenzene (S) %. Toluene-d8 (S), Allyl chloride, Benzene, Bromobenzene, Bromochloromethane, Bromodichloromethane, Bromoform, Bromomethane, Carbon tetrachloride, Chlorobenzene, Chloroethane, Chloroform, Chloromethane, cis-1,2-Dichloroethene, cis-1,3-Dichloropropene, Dibromochloromethane, Dibromomethane, Dichlorodifluoromethane, Dichlorofluoromethane, Diethyl ether (Ethyl ether), Ethylbenzene, Hexachloro-1,3-butadiene, Isopropylbenzene (Cumene) Methyl-tert-butyl ether, Methylene Chloride, n-Butylbenzene, n-Propylbenzene,Naphthalene, p-Isopropyltoluene, sec-Butylbenzene, Styrene, tert-Butylbenzene, Tetrachloroethene, Tetrahydrofuran, Toluene, trans-1,2-Dichloroethene, trans-1,3-Dichloropropene, Trichloroethene, Trichlorofluoromethane, Vinyl chloride, Xylene. There are many outstanding questions that exist regarding the environmental impact on the Mahtomedi Eco-System, Community and Students. The Dewuske's will continue to seek answers they are rightfully owed regarding the environmental protection of their land and home, and also the Mahtomedi Community.
