Only a Few Years of Probation and Registration for Woodbury Man with Library of Child Porn

Steven Rask
In September of 2016, police conducted a search warrant of 9669 Bluegill Road Woodbury. The unassuming home near Target in Woodbury was owned and occupied by Steven Donald Rask. It is unknown if he continues to live here. The police found over 150 documents of child porn on multiple computers and hard drives. He appeared to cooperate with police and explained how he typically searched for his expanding collection of child porn on the dark web. The investigation took almost two years to go through all the child porn to determine the extent of the case. According to the criminal complaint, 41 of the child victims were recorded or known with the center for missing and exploited children. The child advocacy group Protect.org identifies Minnesota as a crisis area for child porn given the weakness of our current laws. Our recent article with them and their new safety tool for parents explains more how our weak laws feed this industry of child trafficking.

In April of 2018 the Washington County prosecutors charged Steve Rask with only 3 counts of possessing child porn. The county has been known to charge with up to seven counts in one case in the last two years with a man that had hundreds and hundreds of files of child porn; however, as in this case, Pete Orput's County Attorney office gave the child predator a plea deal and all charges except one were dropped in exchange for one guilty plea. In December he was sentenced to just 5 years of probation and if he follows the terms of probation he will only do two thirds of the sentence. Is a few years probation enough? Is only a few years on the predatory offender registration going to keep the public safe?

The fact is the predatory offender registration list is not public in Minnesota and the maximum time on the offender list is only 10 years. In extremely rare cases offenders are registered for life as a level three sex offenders, but are still held privately on the list with where their address is. Level one and two offenders can't even be looked up by the public and only two other states (Maine and D.C.) have laws that weak. But these states don't have over 20,000 sex offenders like MN.

To see dozens of examples in the last two years of insane plea deals from Washington County prosecutors and the weak MN sex offender law letting the public down see: http://wcwatchdog.com/local-sex-offender-articles/

In Minnesota, law makers and prosecutors believe child rapists can be "rehabilitated," do not need to be monitored, and can become good members of society. The evidence is the fact no bill has passed to make sex offender law more tough in the last two years. Also, Only several hundred of the over 20,000 convicted rapists in Minnesota are confined in prison. Most only do a couple years and then are released. More information here:

If you hope to see any law change, continue to contact law makers, especially Senator Warren Limmer who has refused to pass the sex offender bills in his key special committee in the Senate.

It's clear that just because a child rapist is charged or convicted, doesn't mean justice will be served after sentencing if convicted. Therefore, if the punishment for ALL criminal sexual conduct crimes is raised than weak charges and convictions will be stronger. With the raised bar there won't be a thing as an outrageous plea deal to lesser rape charges or a weak sentence.

Tell legislators to also make the sex offender list public like nearly every other State in the Country does. All but MN, DC, and Maine have public lists. Maine only has 2,700 sex offenders in their state though. Compared to over 20,000 in MN.

Cottage Grove Man Rapes 7 Year Old, Does Only 2 Years, Released, Rapes 12 year Old Dozens of Times in Two Year Period

In Cottage Grove, just a block east of Park High School, resided a serial child rapist Donald Oreskovich. According to public court records, in 1995 he was charged with 3 child sex crimes by Washington County prosecutors for raping a seven year old child. Just as is the case in all but a few examples in the last two years, all the charges except one were dropped or dismissed. Oreskovich was convicted of 2nd degree criminal sexual conduct for the rape the following year. Also, just like today, the same broken
Minnesota Law and Sentencing guidelines only gave him 30 months in prison for raping this seven year old child. When he was soon released he eventually moved in a block from the local High School in Cottage Grove, Park High School in a home at  on 79th Street S (address removed because he no longer lives there). No one is allowed to know where sex offenders currently live in MN, literally only a few states in the Country do not allow the public access to this vital information. The best we can do is get the last known address from the original public court data.

(If you'd like to stay informed on the latest sex offenders charged and convicted in Washington County please subscribe to get our free emails.)

As the years went by Don Oreskovich was charged and convicted of failing to register as a sex offender in 1999 and 2007; but again, MN law just gives a slap on the wrist with extended probation in most cases. Never have we seen these child sex offenders get extra prison time for ignoring their registration commitment. Side note, the max sex offender registration in MN is only 10 years.

Fast forward to 2014... Is it any surprise that Don Oreskovich was caught having raped another child under 13? According to the criminal complaint he raped a child multiple times on different occasions over a two year period. In one three month period he said he had sex with the victim "15 to 20 times." The victim stated she'd resist him "but he was too big" and would over power her. Other times he admitted to drugging her water with narcotics and prescription sleeping pills. Almost anyone you ask will tell you the mind of child rapist is so twisted there is little to no chance of "rehabilitating" them like some criminals. The best action most states have found is to not hesitate to lock them up for life on the first conviction or if released require life time registration and strict monitoring on a public run website.

For Oreskovich, he was convicted of second degree child rape and only because it was the second time with dozens of self admitted accounts of having sex with the child was he sentenced to 30 years in prison. He also admitted to molesting a 9 year old and a 14 year old in the criminal complaint. Should child rapists be locked up for life the first time, or at least intensely supervised for life like in most states?

This case is NOT uncommon in just Washington County alone. Many convicted rapists from Washington County sexually assault and rape again in the County after their first conviction or even second. These are just some of the articles from the last two years:
Convicted Child Rapist in Oakdale, Wanted for Rape Again, This Time A Baby Sitter, Weak Charges
Convicted Child Predator and Stillwater Mortgage Broker Charged With Two Counts of Child Rape

At least once a month for the last two years we bring you articles just like this and there's no end in sight until the law changes. Even if County prosecutors got tough on these child rapists and didn't drop over half the initial charges and accept ridiculous plea deals these men would still face minimal prison time and sex offender registration. If you hope to see any law change, continue to contact law makers

Fourteen Year Old Child Raped in Forest Lake. Man Charged and Released. If Convicted, Little or No Jail Time

Austin Keacher of Forest Lake has been charged with third degree rape of a 14 year old child. The criminal complaint states back in May the victim and her friends took their bicycles to a nearby lake to go fishing. They left from the home of the accused child rapist Austin Keacher who lives in Autumn Hills

his public facebook profile
apartments
. The victim realized she forgot her phone back at the home of Keacher so the two of them went back together alone. They went into the garage and the victim had a medical condition that caused her to pass out. The mother of the victim stated in the report the condition was know
n (type of condition withheld to protect the identity of the victim). When she awoke she found Keacher touching her and grabbing her private areas.

(If you'd like to stay informed on the latest sex offenders charged and convicted in Washington County please subscribe to get our free emails.)

Despite repeatedly telling him to stop Keacher was reported to have continued to force himself on her. The police estimated in the report he is six feet tall and weighs over 100 pounds more than the victim. The victims says in the criminal complaint he proceeded to rape the victim in the garage. When police officers spoke to him about the report Keacher admitted to having sex with the victim and that he knew days prior that she was only 14 years old.

Austin Keacher appears to have been released from Jail and into the public on September 12th. It can take a year or longer to get a conviction. In nearly every case the accused child

rapists get insane plea deals because of prosecutors. Plea deal or not, the convictions are weak because of the weak MN law and sentencing guidelines. No bill has passed to make sex offender law more tough in the last two years. It's vital that readers contact their legislators and ask why Representative Matt Grossell is the only legislator writing bills on this and why there are not nearly enough co-signed on the bills.

If Austin Kearcher is convicted of the charged crime, assuming he doesn't get a plea deal down to even lesser charges, he will get very little time in Jail and very little time on the sex offender registry. See some of the many cases in the last couple years of those convicted of the same charges or supposedly more harsh 1st or 2nd degree rape from Washington County:

Meth, Child Rape and Prostitution Uncovered Next Door to Oakland Middle School. Charges Filed.

Washington County is plagued with case after case of child rape and grossly unjust sentences because of weak prosecutors and weak MN law (not the judge's fault). See:  http://wcwatchdog.com/local-sex-offender-articles/. We have documented dozens of cases in just two years of child rapists who live in Washington County and have victims within the County. Yet no bill has passed to make sex offender law more tough in the last two years. The only author of tougher sex offender bills currently is Representative Matt Grossell who isn't even from Washington County. The only legislators from Washington County who co-sign some of his sex offender bills are Representative Lohmer and Representative Runbeck. So
John McCallum
please contact your legislators, it's the only hope to grow support to pass the bills and slow these crimes.

Within a stone's throw from Oakland Middle School in Lake Elmo an apparent methamphetamine user and accused pimp of at least one 15 year old child has been uncovered (it appears). You can stand on the school property and see the accused house. The home owner, 37 year old, John Robert McCallum was identified in a criminal complaint last week stemming from a fifteen year old victim who called 911 and reported being raped by McCallum and others.

(If you'd like to stay informed on the latest sex offenders charged and convicted in Washington County please subscribe to get our free emails.)

The police officer who arrived on the scene found the victim in a bathroom having cut herself in a suicide attempt. After paramedics arrived and bandaged the wound she told authorities she was "raped multiple times" in the home. The victim said she told John McCallum she was only 15 and he responded that "age is nothing but a number."

McCallum evaded arrest for a couple days before being apprehended in a traffic stop attempting to leave the state. The criminal complaint states he would provide drugs to the victim and in exchange he and others would have sex with the victim. On the day of the 911 call the victim stated she had sex with McCallum and later in the day another man paid him to have sex with the victim. When she said she was not comfortable having sex with more than one person McCallum reportidly responded "this is how you get into prostitution."  The police found evidence in the home consistent with the victim's report including meth, a used condom, and cell phones according to the criminal complaint.

The Washington County Prosecutor is charging McCallum with 3rd degree rape, prostitution of a 13 to 15 year old, and sex trafficking of a minor. Despite the heavy charges the County is in the practice of giving huge plea deals to child predators to avoid trial. The rapists almost always do less than five years in jail and in extremely rare cases, the state's maximum of 10 years of probation and placement on the sex offender registry. To see dozens of examples in the last two years of insane plea deals from Washington County prosecutors see: http://wcwatchdog.com/local-sex-offender-articles/

Only a Year in Jail for Man who Gang Raped 14 Year Old Child in Woodbury

In February of 2017 Dan Kevin Zambrano, age 19, last known address 908 Russell Street St Paul, MN 55101, was charged with several rape charges 6 months after violently raping a 14 year old girl with 3 others in a Woodbury townhouse in August of 2016. Why it took 6 months to charge them is not known. Unfortunately all the charges were dropped and he got a ridiculous plea deal it appears. One of the other men was recently convicted for his role in the rape, Parker Cole Running Jarvis, also got a plea deal. He only got 5 years probation and 10 months in prison it appears. see:

Plea deals like this are extremely common in Washington County and across the State and
Dan Zambrano, picture from
his Public Facebook account
only Legislators have the power to fix the broken Minnesota Laws.

Dan Zambrano, or "Dan Zam" as he likes to go by on social media, was initially charged with strong 1st degree rape charges that would have got him over 30 years in prison according to the criminal complaint:

DATE: 2/10/2017
DEFENDANT: Dan Kevin Zambrano
DOB: 9/2/1998
MN AGENCY: Woodbury Police Department
CHARGE:
I: Aiding and Abetting Criminal Sex Conduct-1st Degree-Penetration - Accomplice Uses/Force/Coerce;
II: Aiding and Abetting Criminal Sex Conduct-1st Degree-Penetration -Cause Personal Injury;
III: Aiding and Abetting Criminal Sex Conduct-3rd Degree-Force or Coercion;
IV: Aiding and Abetting Criminal Sex Conduct-3rd Degree-Victim 13-15 Actor >24m older

He also goes by Dan Kevin on facebook.

Zambrano was added to our running list of charged and convicted sex offenders:Washington County Sex Offenders. Names, Photos, Addresses.

Unfortunately it appears the Washington County prosecutors folded and gave him an even worse plea deal than Parker Jarvis. They got him to plead guilty to 5th degree Criminal Sexual Conduct in order to avoid trial it appears.  This conviction fits that of a drunk at a bar who slaps someone's butt... not for someone who gang rapes a 14 year old child.

Something could have gone wrong in the prosecution of the case to explain this injustice of a plea deal. However, it is doubtful because if there was lack of evidence than all the charges would have been dismissed. We don't know because the County does not answer questions like this.

What is known, is all that is important. The fact a 14 year old child was gang raped and one of the guys who did it is walking with a year in Jail, with 279 days credit for time served, a $1,573 fine, and register as a sex offender for the maximum in Minnesota 10 years.

Citizens must contact their legislators if you expect to see this change. Find your legislator here: https://www.leg.state.mn.us/leg/districtfinder

It's clear that just because a child rapist is charged with heavy 1st degree rape charges, does not mean they will be convicted of it. Therefore, if the punishment for ALL criminal sexual conduct crimes is raised than plea deals will be less weak.

Aside from this article his name would not have come up on google for his actions. Tell legislators to also make the sex offender list public like nearly every other State in the County does. All but MN and Maine have public lists. Maine only has 2,700 sex offenders in their state though. Man Who Tried to Have Sex with 14 and 12 year old at Lake Elmo Park, Only gets a Year in Prison and 5 years Probation

Joe Perkins
In September of 2016 Joseph Thor Perkins, number 29 on our list, began communicating with who he thought was a 14 year old child online, according to the criminal complaint. The child was actually the detectives with the Washington County Sheriff's office conducting a sex sting; but he appeared to have no clue. He spoke to who he thought was a 14 year old and her 12 year old cousin for several weeks continuing to ask over and over to meet to have sex: "he repeatedly stated he knew she was 14 years old and wanted to have sex with her any way" [...] "He also at one time suggested she bring her 12 year old cousin along."

"Child 1" stated that she was 14 years old. The response was, "that's not too young. In my opinion, age is just a number and pussy is just pussy."

It's disturbing how open the child predators are speaking to children like this in every single example with the dozens of men caught in the child sex stings over the last few years in Washington County. Likely this comes because they have become emboldened over the years of meeting and raping children to the point they've lost the fear of being caught.

This is no different for Joseph Perkins in this case, who admitted in conversation with undercover police acting as the child that he "had sex or done sexual things with quite a few underage pussies."

On October 27, 2016 Perkins made arrangements to meet at Lake Elmo Park Reserve in Washington County in order to have sex with the 14 year old child in his truck the next day at 8am in exchange for $250. When he arrived he was told to drive up to the boat launch and did just that. Then he was arrested and eventually charged with soliciting a child for sexual conduct it appears.

Nearly two years later, in Dakota County District Court, Joseph Perkins was convicted for only possession of Child porn. According the BCA website, it appears he was sent to St. Cloud Prison for just over a year (15 months) with 213 days time served in jail between the crime and conviction. When he gets out he will only have 5 years of probation and therefore only 5 years on the sex offender registry it appears.

According to the MN Department Of Corrections there are “17,400 registered (active) predatory offenders” in MN Like Joe Perkins and worse. That is only 2% of registered and “active” sex offenders who are required to be on the not public registry. 98% of sex offenders are not on the registry because 10 years is the max time in MN.  Plus, 75% of sex offenders have not been assigned to a sex offender level to even make the not public list so you can understand there’s a lot more than 17,400 sex offenders in MN.

The solution is in Minnesota law makers hands to make it so no sex crime against a child goes without mandated prison time and lifetime sex offender registration. Currently most child rapists rarely do more than a year in jail and no more than 10 years on the sex offender registry. See more about the solution here: Rampant Sex Crime on Children, in Just 2yrs, 10 Cases From County Alone, 8 Simple Laws to Update

The problem is further explained in our related article:

Fleet Farm Fondler Convicted of Groping 13 y/o. In Rare Occurrence, No Plea Deal but Sentence Still Weak

The Fleet Farm Fondler, Jesse Garrett Erdman of St. Paul has been convicted of the original charges of 2nd degree criminal sexual conduct -Victim under 16 for groping the private parts of a 13 year old female in the Oakdale Fleet Farm in

Washington County in April 2017. We did the a post about his disturbing crime that was caught on surveillance video last year:

We stated in the article that typically these child predators get offered deals to plead guilty on lesser charges so the County can avoid costly and time consuming trial. So was the case of Caleb Wolfgram of Forest Lake who had two prior convictions for spying on children undressing at stores and a tanning salon. While on probation Wolfgram struck a third time and sexually assaulted a 12 year old girl on camera in the Forest Lake Target in 2016. He was charged by Washington County Prosecutor Imran Ali with 2nd degree criminal sexual conduct (CSC); however, the County gave him a ridiculous plea deal down to 4rth degree CSC and is eligible for release in just 24 months if agrees to treatment. When he gets out in November of 2018 it does not appear he will be on probation or the sex offender registry. Not that it matters because the sex offender registry in MN is not public like it is in 47 other states.

For this case of Jesse Erdman, he was not offered a plea deal and was convicted of the original charges. Shocking since it was nearly the same crime as Wolfgram and both were caught on camera. More surprising is the guy with multiple convictions got a plea deal but Erdman got nothing. This rare occurrence goes to show the County is capable of getting convictions to the fullest extent of the law. Hopefully this is a new trend for the County Attorney Pete Orput.

Erdman was Sentenced to 3 years in prison and fifteen years of probation. He will be on the sex offender registry for the maximum of ten years.

The solution is in Minnesota law makers hands to make it so no sex crime against a child goes without mandated prison time and lifetime sex offender registration. Currently most child rapists rarely do more than a year in jail and no more than 10 years on the sex offender registry.
