Meth, Child Rape and Prostitution Uncovered Next Door to Oakland Middle School. Charges Filed.

Washington County is plagued with case after case of child rape and grossly unjust sentences because of weak prosecutors and weak MN law (not the judge's fault). See:  http://wcwatchdog.com/local-sex-offender-articles/. We have documented dozens of cases in just two years of child rapists who live in Washington County and have victims within the County. Yet no bill has passed to make sex offender law more tough in the last two years. The only author of tougher sex offender bills currently is Representative Matt Grossell who isn't even from Washington County. The only legislators from Washington County who co-sign some of his sex offender bills are Representative Lohmer and Representative Runbeck. So

please contact your legislators, it's the only hope to grow support to pass the bills and slow these crimes. 

Within a stone's throw from Oakland Middle School in Lake Elmo an apparent methamphetamine user and accused pimp of at least one 15 year old child has been uncovered (it appears). You can stand on the school property and see the accused house. The home owner, 37 year old, John Robert McCallum was identified in a criminal complaint last week stemming from a fifteen year old victim who called 911 and reported being raped by McCallum and others.

The police officer who arrived on the scene found the victim in a bathroom having cut herself in a suicide attempt. After paramedics arrived and bandaged the wound she told authorities she was "raped multiple times" in the home. The victim said she told John McCallum she was only 15 and he responded that "age is nothing but a number."

McCallum evaded arrest for a couple days before being apprehended in a traffic stop attempting to leave the state. The criminal complaint states he would provide drugs to the victim and in exchange he and others would have sex with the victim. On the day of the 911 call the victim stated she had sex with McCallum and later in the day another man paid him to have sex with the victim. When she said she was not comfortable having sex with more than one person McCallum reportidly responded "this is how you get into prostitution."  The police found evidence in the home consistent with the victim's report including meth, a used condom, and cell phones according to the criminal complaint.

The Washington County Prosecutor is charging McCallum with 3rd degree rape, prostitution of a 13 to 15 year old, and sex trafficking of a minor. Despite the heavy charges the County is in the practice of giving huge plea deals to child predators to avoid trial. The rapists almost always do less than five years in jail and in extremely rare cases, the state's maximum of 10 years of probation and placement on the sex offender registry. In Minnesota, law makers and prosecutors believe child rapists can be "rehabilitated," do not need to be monitored, and can become good members of society. The evidence is the fact no bill has passed to make sex offender law more tough in the last two years. Also, Only several hundred of the over 20,000 convicted rapists in Minnesota are confined in prison. Most only do a couple years and then are released. More information here:

If you hope to see any law change, continue to contact law makers, especially Senator Warren Limmer who has refused to pass the sex offender bills in his key special committee in the Senate. 

It's clear that just because a child rapist is charged or convicted, doesn't mean justice will be served after sentencing if convicted. Therefore, if the punishment for ALL criminal sexual conduct crimes is raised than weak charges and convictions will be stronger. With the raised bar there won't be a thing as an outrageous plea deal to lesser rape charges or a weak sentence.

Tell legislators to also make the sex offender list public like nearly every other State in the County does. All but MN, DC, and Maine have public lists. Maine only has 2,700 sex offenders in their state though. Compared to over 20,000 in MN.

Only 30 Days in Jail and Probation for Child Molester Who Had Sex with Lake Elmo Child

In March of 2017 a Lake Elmo mother reported to police her child was possibly having a sexual relationship with an "older adult." In the criminal complaint she explained she had found her child's iPad showed sexual communication between the two. Detectives went to an inpatient treatment facility to talk to the child who was being treated there for depression and self harm.

The child victim stated, in the criminal complaint, Jeff Fesler, age 61, had been communicating; apparently showing the officer the evidence on the iPad. In May of 2016, Fesler picked the child up from their home in Lake Elmo and went to the Hilton Garden Inn in Oakdale where the two had sex. The child was 15 at the time.  

Detectives went to the house of Jeffrey Lampert Fesler. He invited them in and explained he had met the victim several times in Stillwater and they had sex once. He thought the child was over 18. Fesler said he works at One Twelve Treatment center in Minnetonka and knew the child was now being treated for depression and self harm because he had communicated with the child recently.

The Washington County Attorney's office charged Jeff Fesler with weak 3rd degree criminal sexual conduct with a child age 13-15 a month later in April of 2017 because the crime happened here. Typically child rapists convicted of 3rd degree CSC have very weak sentences for example:

Hennepin County Prosecutors charged Fesler with sexual communication with a minor as that crime was committed in their jurisdiction. Neither county asked for him to be detained so he remained free in the public until he was convicted a year later it appears. This is evidenced in the criminal complaint with the "summons to appear", the court documents, and at sentencing recorded from the BCA. If he did serve jail time before conviction he'd been awarded credit for the number of days detained. He was given one day credit (below). He plead guilty to both charges it appears.

Some would say he raped the child as by definition it is sex, with or without force with someone without their consent. Children do not have the capacity to consent. Either way, for this sex crime on this 15 year old child who apparently went into severe depression to the point of self harm, Jeff Fesler is only serving 30 days in jail and 15 years of probation it appears. The max length on the sex offender registry is only 10 years. He can appeal to lower the length of time on probation. The list is NOT public. There are nearly 20,000 registered sex offenders in MN and only about 700 are level 3 offenders that you occasionally hear about moving into the "general area" of a city.

Last year and this year not one sex offender bill passed. Half the bills to make stronger sex offender laws were held back in the house. Senator Warren Limmer called them "non starters." The rest were killed in the Senate by the lead of Senator Limmer and Julie Rosen in conference committee. Both refused to comment.

If you hope to see any law change continue to contact law makers, especially Warren Limmer. 


It's clear that just because a rapist is convicted with level 3 child rape does not mean they'll serve prison time. Therefore, if the punishment for ALL criminal sexual conduct crimes is raised than plea deals will be less weak.

Man Who Tried to Have Sex with 14 and 12 year old at Lake Elmo Park, Only gets a Year in Prison and 5 years Probation

In September of 2016 Joseph Thor Perkins, number 29 on our list, began communicating with who he thought was a 14 year old child online, according to the criminal complaint. The child was actually the detectives with the Washington County Sheriff's office conducting a sex sting; but he appeared to have no clue. He spoke to who he thought was a 14 year old and her 12 year old cousin for several weeks continuing to ask over and over to meet to have sex: "he repeatedly stated he knew she was 14 years old and wanted to have sex with her any way" [...] "He also at one time suggested she bring her 12 year old cousin along."

"Child 1" stated that she was 14 years old. The response was, "that's not too young. In my opinion, age is just a number and pussy is just pussy."

It's disturbing how open the child predators are speaking to children like this in every single example with the dozens of men caught in the child sex stings over the last few years in Washington County. Likely this comes because they have become emboldened over the years of meeting and raping children to the point they've lost the fear of being caught. 

This is no different for Joseph Perkins in this case, who admitted in conversation with undercover police acting as the child that he "had sex or done sexual things with quite a few underage pussies."

On October 27, 2016 Perkins made arrangements to meet at Lake Elmo Park Reserve in Washington County in order to have sex with the 14 year old child in his truck the next day at 8am in exchange for $250. When he arrived he was told to drive up to the boat launch and did just that. Then he was arrested and eventually charged with soliciting a child for sexual conduct it appears.

Nearly two years later, in Dakota County District Court, Joseph Perkins was convicted for only possession of Child porn. According the BCA website, it appears he was sent to St. Cloud Prison for just over a year (15 months) with 213 days time served in jail between the crime and conviction. When he gets out he will only have 5 years of probation and therefore only 5 years on the sex offender registry it appears.

According to the MN Department Of Corrections there are “17,400 registered (active) predatory offenders” in MN Like Joe Perkins and worse. That is only 2% of registered and “active” sex offenders who are required to be on the not public registry. 98% of sex offenders are not on the registry because 10 years is the max time in MN.  Plus, 75% of sex offenders have not been assigned to a sex offender level to even make the not public list so you can understand there’s a lot more than 17,400 sex offenders in MN.

The solution is in Minnesota law makers hands to make it so no sex crime against a child goes without mandated prison time and lifetime sex offender registration. Currently most child rapists rarely do more than a year in jail and no more than 10 years on the sex offender registry. Days and Times Washington County Legislators Plan to Attend 2017 County Fair

A few days ago we called and emailed the Washington County state legislators and their legislative assistants asking them if they'd like us to post the days and times they plan to be at the 2017 Washington County Fair August 2nd through the 6th. Not all of them have responded yet. 

The legislators will likely be by their party's booth. Senator Housley has her own booth that is on Commerce ave between the exhibit A and B buildings. See Map. If we had one bi-partisan issue to bring up with legislators it'd be to advocate for Sex offender law changes. It's a serious problem in our County and across the State. See our simple recommendations for Bill ideas based on our neighboring states:

Lake Elmo Kicks Gateway Corridor out!

 Since last year when the Lake Elmo city Council unanimously voted in support of allowing the Gateway Corridor/Gold Line to come through their city we had begun warning them about the facts of the Corridor and what it would do:

The "slow growth" majority of the Lake Elmo city council made up of Anne Smith, Julie Fliflet, and Julie Lundgren were initially shy to believe the evidence we shared. They assured me they had the Gateway Corridor planners promised they'd not force anything on them.  Things like high density housing, low income housing, and box store shopping centers.

In a last ditch effort we turned to the Lake Elmo voters and mailed every single resident of Lake Elmo who had attended a city council meeting over the last two years a copy of my article above. It's to these voter's credit for listening and speaking up to their city Council. Thankfully they were able to change their Council's mind.


At the January 5th Lake Elmo City Council meeting they voted 3-2 to kick the corridor out (Mayor Pearson and Coulcilor Bloyer voting for the corridor). Councilor Anne Smith sent me an e-mail stating 
"Hey Matt,
You are uncharacteristically silent.  The vote is over. Gold line is out.

 With the corridor out of Lake Elmo this likely means the Corridor will again be studied to pass on the south side of I-94 on the Woodbury side that has more congested and winding roads. The Woodbury side was initially ruled out as an option for the corridor for this very reason. Add to that the fact it cost tens of millions more to transform the roadways to accommodate dedicated shoulders for the corridor there.

Added costs for the nearly half a billion dollar corridor was not an acceptable option, nor was making the corridor stray even further from it's intended purpose. That is to be a Bus "Rapid" Transit corridor (BRT). Winding down back roads and stopping every block with a stop light in addition to stopping at all the stations adds a significant amount of commute time... Especially if the corridor is competing with the express bus routes (park and ride) that already serve the area and are promised to not be affected with the opening of this corridor. Why ride a bus that can barely get over 30mph when you can ride direct in your car or on the express bus route direct to the inner city?

The Pioneer Press is even covering the undeniable controversy with this unpopular route stating:
"At $485 million, it's a bus line that would be more expensive per passenger than any light-rail line in the state. It would be the state's second-most-expensive transportation link per passenger ever built -- exceeded only by a bus line from Apple Valley to the Mall of America."

Is the $485M St. Paul-to-Woodbury Gold Line bus worth it?

Would the Gateway Corridor even be practical on it's back road path? Grocery shop at the Sunray shopping center and by the time you get home your frozen food is melted and your produce is bruised from the shuffle (and better not buy more than a couple bags).... it makes no sense and at one of the latest Open Houses for the corridor about a hundred senior citizens and local residents spoke up as reported by AlphanewsMN:

Why this is all very important to stop:
The bill to Quadruple the metro sales tax to fund unsustainable transit projects like the Gateway/ Gold Line and Red Rock Corridor passed the Senate the 2015 session with 3 of our Washington County Legislators: Katie Sieben, Susan Kent, and Charles Wiger. Thankfully it didn't pass in the House. The bill is tabled until the 2016 session.

Lake Elmo Will Have to Accept Major Development with the Gateway Corridor/ Gold Line

9-25 update: Here's more evidence. This is coming from a March 2015 meeting about survey data and station area planning. It was not available to the public (according to the face sheet). we had to file a data practice act request to view this info and go into the County Government Center to take these pictures of the meeting data.              (see other photos from the meeting at end of this article)






8-30 update: The extent of the plans are worse than the .5 mile deep initial report here... digging deeper I've found the Gateway Corridor hired a world renowned consulting firm from New York that specializes in unraveling whatever resistance Lake Elmo may foster in this late stage. They're HR&A Advisors, Inc.
In a July 2014 letter they make it clear their task was to focused on assessing how to get the MOST development: "To determine transit’s ability to catalyze new development"


This is not the Lake Elmo we know.
What's worse: Mayor Pearson (who represents Lake Elmo on the Corridor Commission) appears to have told them Lake Elmo loves development because the firm stated on page 9: "To the north of I-94, the City of Lake Elmo envisions mixed uses and higher densities through rezoning and the provision of new infrastructure" (emphasis added)

Lake Elmo, a beautiful rural city of 8,000 residents, the majority who are strong supporters of retaining their small city charm with slow growth. Evidenced by quick replacement of city councilors, administrators, and planners who merely claim to be on the citizen's side regarding growth to get in office and decide to follow their own agenda once seated. In 2014 
two such City Councilors were replaced by "slow growth" supporters Julie Fliflet and Jill Lundgren. While Councilor Anne Smith, who's championed the cause to keep Lake Elmo growth in check, is serving her third consecutive term. 


Through it all Lake Elmo appears to be under constant pressure to embrace fast growth and development. Everyone from the Met Council to private developers view their city land as prime real estate to host development. The Met Council learned the hard way not to push Lake Elmo after they went to court against each other over growth about ten years ago. After a lengthy court battle the Met Council backed off and eased the mandate for the city to triple it's population by 2030 according to the Pioneer Press article: Lake Elmo's population won't have to triple by 2030, Met Council says . Developers are also hearing slow down with a one year moratorium on growth from Lake Elmo this year. 

Citizens of Lake Elmo are equally as passionate to control growth. The latest example is the citizen run "No Lake Elmo Airport Expansion" with a facebook page that has gained nearly 500 "likes" in less than a month   https://www.facebook.com/ProtectLakeElmo. They oppose the additional runway that would host just a 4% increase in air traffic by 2035 according to this Pioneer Press Article: More Lake Elmo expansion opposition: This time, the airport

However, what Lake Elmo residents and city councilors apparently do not realize is the greatest threat of forced development is coming hand in hand with the construction of the Gateway/ Gold Line mass transit corridor through the city. Last year the route was chosen by corridor planners to head east through Washington County on the Lake Elmo side of I-94. The apparently ill informed city council voted unanimously yes for this plan. This was after Afton, another city who's residents also fear fast development, gave the planners a no vote for the corridor to pass on their side of I-94. It's time to wake up Lake Elmo.
Since early June I've been communicating with the self proclaimed "slow growth" majority of the Lake Elmo city Council explaining the following facts/evidence to no avail (Smith, Lundgren, and Fliflet). Primarily, even if Lake Elmo residents support growth, they likely don't support the high to medium density growth the Corridor is planning to force upon you:

1.) Here’s why it’s “forced” development:
The Gateway Corridor is applying for the Federal "New Starts" grant (p.8 of  2015-2018 Gateway Corridor Strategic Communications Plan). 
When the Feds determine whether to grant funds they use a "Project Justification Rating" tool to rank the transit corridors that deserve the limited funds.

Here's how they judge: 
-mobility improvements (20%), 
-environmental benefits (10%), 
-cost effectiveness (20%), 
-operating efficiencies (10%), 
-economic development effects (20%), 
-and public transportation supportive land use (20%)



The final two criteria will attempt to be influenced by the corridor planner's .5 mile   two mile deep rezoning and build up plan our from the corridor. Corridor supporters will state these are only plans and not required... technically true; however without the rezoning of Lake Elmo the corridor would have little to no chance for the federal funding neglecting to honor this massive 40% deciding factor. As you can see in the (now outdated) screen shot of the Gateway Corridor plans (p.25) they go nearly a half mile into Lake Elmo along the entire corridor. Later plans reveal they increased the range to Two Miles deep (see update below).

 Lake Elmo, you have Corridor planners assuming they're re-zoning your city for a massive business park (fancy word for strip mall), density housing, and commercial development. In fact obtaining the federal matching funds depends on ramming this development down your throats.  



When a Citizen Advisory Council member asked Lisa Weik, the County Commissioner who heads the GWC Commission, how they plan to get cities to accept these plans she stated the development planning around the corridor would be handed over to the Met Council in 2016. As we know, the Met Council is the most influential power house in urban planning, development, and placing mandates to achieve such goals in the State. 

2.) On the July 7th County Board meeting a pro-corridor special interest group called East Metro Strong presented to the County they're: "developing a vision for transit-supported growth in the East Metro"

East Metro Strong presented to the County Board on how the Corridor is going to be a boom to your area. They are:
-Planning to accommodate the "Soaring demand for new small lots, townhouses, condos, apartments."
-"Sketch desired land uses for Communities in the transit‐corridor vision area"

​Because: "Development comes to LRT, BRT, walkable places"
​and "More than half of Minnesotans want to live in walkable, mixed‐use neighborhoods

Do you want walkable, mixed-use neighborhoods Lake Elmo?
This is just one of many groups that are planning what's best for your city and it revolves around the Corridor.

3.) All the major cities in WC with transit routes being proposed have Low income housing projects being expanded or built right on the line or the "feeder bus line" leading to the Bus Rapid Transit stations see the evidence (exception is Woodbury with high a budget to resist the influx of low income housing pre-corridor... probably lacking in Lake Elmo):












Forest Lake (Rush Line): Forest Oak: high density housing "creating tax base" 










Newport (Red Rock Corridor): Red Rock Apartments: connected to transit station 















MahtomediPiccadilly Square a couple blocks from future Rush Line Corridor route (see pic above)



Cottage Grove (Red Rock Corridor): So many crimes and shady activity they renamed the project from "Parkside" to "The Groves" and it's right on 80th for the planned feeder line stop. (google: Parkside Cottage Grove and police)






4.) If you want to get an idea of the pro-growth agenda the Gateway Corridor is actively working on than just attend a St. Paul transit event or review this 70 page document from the one that happened last month on what Station Planning for the Gateway Corridor is really all about. Some quotes for the document:  


"Create opportunities for new development/redevelopment to accommodate residents attracted by the BRT amenity and build destinations and community assets."

"Quality housing for a mix of incomes and a variety of ages is desired in order to help build strong, sustainable communities along the Gold Line"

"Facilitate subsidized affordable housing for portions of new residential development where there is a local need identified at the time of development."

"Land use change prompted by the market for BRT-accessible development

Unfortunately, this overwhelming evidence has not convinced your "slow growth" city Councilors to go public (Smith, Lundgren, and Fliflet) despite presenting all this overwhelming evidence. You are getting blindsided with development with the Gateway Corridor Lake Elmo and city councilors are publicly silent. If anything, quite the opposite. In this July 10th Star Tribune article your champion Anne Smith stated:
"A council divided on other issues is united in wanting that, she said," (referring to the Gateway Corridor) 

In all my e-mails the most reassuring comment was from Smith on 8-6-15:
"
I am not for it.  I understand they need municipal consent and I will not give it.In October I asked them for any reassurance they can give you and only Smith responded to defend her promise that she’s working to retain Lake Elmo charm. She pointed to on September 15th she voted against giving the special interest group East Metro Strong $20,000 to “research” how the corridor could help Lake Elmo. Simply voting no is not enough to prevent the Met Council and the State from steamrolling you in 2016 when they plan to take over planning and construction. 

One thing is for sure: It's not a matter of 'if' it's a matter of 'when'. the Corridor can not be built unless it has matching federal funds... in order to convince the feds to fund the Gold Line they need this concentrated development in Lake Elmo.

As the Corridor Planners told the county board: "Our competition is ahead and not waiting"... they want the best chance at funding... they do that by having plans with as high density as possible to convince the feds their corridor is going to serve the most riders and fulfill the TOD goals for the grant:

Also Contact your State Senator Karin Hously who supports the construction of the Gateway Corridor despite your conservative views on growth. She authored the senate bill to fund the Gold Line in the 2015 Legislative session. 

Don't forget to thank your State House Rep Kathy Lohmer for understanding all that's at stake. She supports investment in roads and bridges and opposes the construction of the corridor.

8-24 update: 
The planners have released plans to re-route some of the corridor out of LE. It's discussed in this star tribune article from Sunday 8/23 stating they're making the change for the "growth shy Lake Elmo." 

However, before considering this a victory for those who wish to protect Lake Elmo realize the fact is the change is only removing .9 of a mile from the 3.9 miles that the corridor takes in Lake Elmo
