Child Protection League and Readers Help WCW Release Public Data on Child Predators

For nearly four years the volunteers at Washington County Watchdog have been posting the public data on charged and convicted sex offenders in Washington County. All but a few (literally) are child predators. Most of whom do little to no prison time. Unfortunately the County charges $5 per booking photo. Thankfully, we have generous readers who have chipped in and contributed over the years. We just completed our third successful fund raising campaign and would like to share the news with you as well as thank the many donors. A large donation of $100 by the Mankato based Child Protection League (CPL) helped us quickly meet our goal. In appreciation, we have their website tagged on our side
bar.

100% of the money goes to to pay the Washington County fee for the $5 per booking photo. Donations are tracked on Gofundme.com so the public and donors know the sum of money being handled is the full sum being handed over. We subsequently release the proof of the 100% transfer of funds in articles like this as proof. We pride ourselves on being fiscally responsible by first trying to get photos of the child rapists faces from free sources, such as the 46 other states (not MN) that publicly list booking photos and crimes of their rapists. Out of state child predators flock to MN because they can live in the shadows here. 



In 2015 you gave $120 and it lasted an entire year. We made the 2016 total donation of $140 last two years. Again, thanks to the generous donations from readers and CPL we made our goal of $175. (see pictures below)  

Until Minnesota fixes it's horrifyingly weak sex offender laws, starting by publicly listing the 20,000+ released sex offenders in MN, we need to continue to raise awareness this way in hopes legislators will change our weak laws.

Child Predator by Forest Lake Public School Convicted on Stiffer Charges, Sentence Still Weak



Nicholas Scott Nehring of Forest Lake looks like an average clean cut guy. His last known address is a nice home at 21122 Clydesdale Curve S. Forest Lake, MN 55025, a stone's throw from the Forest Lake Public schools. He doesn't appear to be the image of a sex offender which in many of our minds is a disgusting unkempt middle age man. The scary fact is Nick is a convicted sex offender it appears. Even more disturbing is the fact most of the child predators in Washington County look like average looking people and there's hundreds of them in the County. According to a 2012 Patch.com article there were 280 sex offenders in the County.

We covered Nick Nehring in February 2017 when he was charged with only Sexual Communication with a minor 609.352.2a(3). A charge so weak he wouldn't have served any jail time or had to register as a sex offender. We added him to the list of public data at WCwatchdog.com, a list of dozens of charged and convicted sex offenders in the County. 

When the 2017 legislative session was ending in May and we saw the crime he was charged with and the sentencing guidelines for the crime were not going to change we covered Nehring again as one of the 10 examples in: Rampant Sex Crime on Children, in Just 2yrs, 10 Cases From County Alone, 8 Simple Laws to Update. We stated his charges were weak and the law was even more weak for punishing Sexual Communication with a minor. 

Perhaps something clicked in the minds of the Washington County Prosecutors because when details of Nehring's conviction came out this month we found the charges had changed to Criminal Sex Conduct-3rd Degree-Victim 13-15 Actor >24m older Statute 609.344.1(b). The facts of the case didn't change. The Criminal Complaint describes the parents of a 13 year old child found sexual communication with Nick Nehring on the child's phone. Forest Lake police investigated and found child porn of the victim and evidence of efforts online to find other child victims through dating sites. When police interviewed him under Miranda rights “He admitted that he communicated electronically with a female he knew was thirteen years old.”

So what changed the minds of the Washington County Prosecutors to up the charges? The county did not respond to question; but it's most likely due to concerned citizens speaking up and saying enough is enough. According to Kare11's article on how the sex offender bills were shut down last session, the County Attorneys Association in MN is one of the biggest opponents. The organization opposed stiffer sex offender laws stating the weak laws and charges "are valuable tools." Leading one to easily conclude County Attorneys generally like weak sex offender laws because it is easier to get a plea deal and avoid costly trial. 

One can not completely fault County Prosecutors for making plea deals to avoid a trial that could result in a not-guilty finding. The County board gives them a small budget with the task they are expected to carry out prosecuting several thousand cases from petty theft to murder. The State also doesn't do the County Attorney's office any help by issuing more responsibilities on their office. We explain in more detail of this dilemma in this article:

Progress is slow to improve MN sex offender laws. It's good to see some good news that Nick Nehring was convicted of his updated charge of 3rd degree Criminal sexual conduct. It appears he will have 15 years of probation with a conditional 180 days in Jail if he violates probation. He will have to register as a sex offender for the current massively weak maximum of 10 years. Please contact our County legislators below to have them fix these laws. We encourage you to contact your legislators to fix the law; but most important is providing help to the local victims. Many groups are out there doing great work across the State. At WCW our focus is local, sharing Washington County related stories to emphasize the reality that sex crime is too common here. But our work doesn't help the shattered victims. So we highly recommend helping local victims through a local group called EmpowerSurvivors. They are a peer led 501(c3) non-profit group for those affected by sexual abuse. One of the many ways they help is by holding free weekly meetings in Stillwater as a safe place. They also host free and private online support on their website and blog. The founder, Elizabeth Sullivan, is a survivor of child sexual abuse and has devoted her life to helping victims here in the Washington County area. Every cent donated goes to their mission of "survivors helping survivors." Their new location in downtown Stillwater could use office supplies such as a printer, pens, paper and more.  Of course any donation amount helps. You can also use Paypal for a one time gift.


While the public can find hope and security if laws and sentencing guidelines can improve; the victims of sex crime in Washington County are left shattered by the crime even if the offender is punished to the fullest extent of the law. Rampant Sex Crime on Children. In Just 2 years, 10 Cases From County Alone, 8 Simple Laws to Update

From Washington County alone, in just two years time, we have uncovered ten cases of the horrible results of our

completely broken Minnesota criminal justice system regarding child predators. We have 8 simple bill ideas for legislators

The citizen volunteers at WCW have been posting the public data on arrests and convictions of child predators; all while urging members of the legislature to improve MN law to combat this epidemic.


We are making painstakingly slow progress despite having the facts, evidence, and common sense supporting. This needs awareness to motivate change. We're not the only one who have noticed. From Kare11: “We know of no other state in the union with sentencing as weak as Minnesota’s for child sexual exploitation.Report: MN weak on protecting children from exploitation data from protect.org. Fortunately, it seems when the main stream media does a story on something tragic like a sex offender who is driving a bus up in Anoka MN... the news gets out, the public picks up the phone and calls the legislature, and the law changes for the better. Loophole allows sex offender to drive school bus

We hope the news of these 10 cases will help empower you to help contact legislators to get justice for the child victims and deter future child exploitation. Nothing else. We've got a total of four bipartisan bill ideas passed into law so far thanks to legislators like Cindy Pugh (R), Joann Ward (D), Kathy Sheran (D), Tony Cornish (R), and Tim Miller (R). However; this year, 2017, did not share the same success. Starting before session began, we had eight bill ideas to improve sex offender law. All of them exist as law in many other States; however, none of them got traction. No we're not lobbyists, no we don't have (or want) a budget, all we are is just citizens and parents like you. One of whom's child was a victim of one of the previously convicted child predators in Washington County.

Legislators please see the detailed list of the 8 bill ideas with reference to the exact existing law to update. They couldn't be easier bills to write.

Politicians are politicians. No mater what political party, they are great at looking you in the eye and saying they'll help write your idea to a bill and try to get it passed into law. They'll say they will work on your idea to make Minnesota the 24th state to require sex offenders to register for life and then do nothing. Or worse, find time to write a useless bill like making the State color purple; to give $13 million to purchase snow making machines for film makers; or to write useless legislation condemning China for organ harvesting, as if the communist super power will listen to Minnesota law. 

Why do stupid ideas make it to law and great bi-partisan bill ideas to get justice for children who are sexually assaulted do not? The answer is simple. Aside from having paid special interest at the legislature like the MN film industry... you need to have an idea that is being called on by the public. Overall, the public has no clue how bad sex offender law in MN is. Even we had no idea, until it hits you like a ton of bricks when your child is sexually assaulted. 

You can tell law makers about your child being violently sexually assaulted and give them the exact law to fix to prevent it from happening to someone else's child; but they are unmotivated it seems until the public catches on. One example of many horror stories, we emailed them about of a recently convicted rapist in Woodbury who admitted unapologetic to police he raped a 13 year old girl "over 130 times;" but was only sentenced to 8 years. Convicted of having a significant relationship with someone under 16 and not child rape as he probably should have been tried. His name is Eric Duncan, DOB 8-31-1984; but you won't find him if you google his name... The legislature and the media ignore this news.

There are 87 counties in MN and it's extremely disturbing that in just two years we can give you 10 examples from just our County alone of grossly under punished child predators. There are many more we didn't list.  "Innocent until proven guilty" See all the sex offenders from public record we've found, nearly all of them are similar examples (see above).


1.)
Marques Williams of Stillwater, was just convicted with DNA proof, of raping a 15 year old child. He lives by two Stillwater Schools. He was sentenced to only 90 days in jail; just a $50 fine, 5 years of probation, and to register as a sex offender for 10 years. The county ignores requests to provide details as to what happens with all these cases like this with offenders getting weak punishments. Are they giving out plea deals to avoid a trial? Is it weak charges? Is it weak sentencing guidelines? We highly respect the County and the difficult job they have. It is unfortunate they do not communicate with the public or legislators on what laws could be changed.




2.)
Michael John Quesnel, of Hugo MN, convicted of violent sexual assault on 4-19-17 to the point of vaginal bleeding on a 3 year old with cerebral Palsy. Only received 7.5 years in prison with over a year credit for time served. Only has to register as a sex offender for 10 years. Write your legislators to change sentencing guidelines and increase severity of punishment for child predators like this.

Jeremiah Turner of Cottage Grove, Convicted of raping a deaf 15 year old child. In the criminal complaint it states he held down and sexually assaulted the child. The victim's disturbing account of the incident ishorrifying... unfortunately the county attorney's office decided to only charge him with "Significant Relationship, victim under 16" instead of child rape. The County attorney pete.orput@co.washington.mn.us and prosecutor Jessica.Stott@co.washington.mn.us did not respond to our request to clarify. Why was this case treated as if he had consensual sex with a minor when clearly she was violently raped?


4.) 
Caleb Wolfgram of Forest Lake, Convicted of spying on minors in a Woodbury Gap store and another conviction of spying on minors in a tanning bed in 2014 and 2015. Strikes a third time in broad daylight in the Forest Lake Target sexually assaulting a 12 year old. The attack was captured on surveillance camera. He was charged with 2nd degree sexual conduct which could have had a max penalty of 25 years in prison; however the County appeared to exchange a plea deal down to 4th degree and he only has to serve a minimum of 2 years. It's his third conviction of this, he's escalating, yet the county gives a plea deal?


5.)
CORWIN THOMAS MOOSE, was turned in by a 16 year old female with concerns regarding this child predator. Police set up a child trafficking sting offering sex with a minor. Moose showed up and was arrested and they found a tarp, an empty suit case, and rubber gloves in the trunk. He was convicted and only has to serve 5 years probation and a year in jail. Will be back on the streets in July 2017.










6.)
Luis Ponce of Cottage Grove. Number 1 on our list as one of the original men caught in the first child trafficking sting in 2015. Accepted a too good to be true plea deal from the county it appears. All we know is he admitted at the scene he knew the ages of the children, yet his conviction got him just 60 days in Jail and 3 years probation. Again, weak Sentencing guidelines?












7.)
Nick Nehring of Forest Lake lives just Yards away from the Forest Lake high school and junior high school. Parents of a 13 year old had police investigate after they found their daughter was allegedly receiving sexual texts from Nehring. The criminal complaint indicates he seeks victims through dating aps. The County charged him with charges so weak that he won't even have to register as a sex offender if convicted. Email the County on why they didn't charge him with soliciting a minor or a real child predator charge that'd at least have him monitored.  
Appears the County upped the charges and he was convicted in August 2017 of 3 degree criminal sexual conduct. Has to serve 180 days in Jail, 15 years probation, and only 10 years as a registered sex offender. see:

8.)
CHRISTOPHER SCOTT HENDERSON, was caught red handed in a Washington County child sex trafficking sting when he tried to meet what he thought was a 32 year old "mother" and her "deaf" 14 year old "daughter" for sex. He's number 8 on our list. Convicted in August 2016 and only served 60 days in jail and has 5 years probation. Contact legislators to have child predators monitored for life instead of just 10 years max.

Randy Oldeen of St. Paul Park.  "innocent until proven guilty" Parents of a child reported to police he allegedly sent and received sexual messages with their child since she was 11 years old. Police report states the child said they met and had sex "multiple times" when she was 13. Police found sexual communication with the child on his computer. He's only charged with communication with a minor it appears.  Please contact and write your legislators to make the sentencing guideline more harsh and to make this crime have to register as a predatory offender if convicted. "Innocent until proven guilty"










10.) Like the example of number 9:

Both of these men on our list had the exact same crime of being caught in child trafficking stings by showing up to have sex with a child, both charged with child prostitution, and both were convicted in the same month almost. Yet Charles Manley Anderson and many others on the list have the charge of child prostitution/solicitation dropped and only get convicted of "sexual communication with a minor" or other charges that do not require sex offender registration. Then very few like Kevin Michael Aylward get the conviction that requires offender registration. Why? Especially in light of the fact Anderson has been convicted twice in the past soliciting minors according to his criminal complaint.

First Two Men Convicted from Child Trafficking Sting Walk with a Misdemeanor and Just Probation

4-26-15: Instead of just complaining we went to legislators bringing up this problem and 17 days later Senator Kathy Sheran sent us the proof she added to  SF2862 (the bill to update the law on sex stings) to require convictions with victims 13 and under to register as predatory offenders. Rep Joan Ward and Cindy Pugh also helped make this happen late session. The bill passed 59-0!

In 2014 and 2015 the Washington County Attorney's office and local law enforcement set up two child sex trafficking "Sting" operations. It was very successful with 15 arrested. Four of those caught live in Washington County! Citizens responded and helped post: 

In our articles we explain the almost unbelievable problem in MN with registered sex offenders like convicted child rapists being completely anonymous from the public (Read the articles for details). Completely in line with this problem is the fact the first two men convicted from the child trafficking stings were convicted late March with only Misdemeanor convictions (after almost 2 years being free on the streets awaiting trial/conviction). Both men are free with barely a slap on the wrist with misdemeanor prostitution hire convictions it appears... which caries no jail time, no sex offender registration, and just some probation it appears. 

Is showing up to a hotel room with skittles, condoms, and cash to sexually violate who he thought was a deaf 14 year old girl fit the conviction received of hiring a prostitute? Essentially these guys had what they thought was a loaded gun to the head of a 14 year old deaf child's innocence and pulled the trigger only to find out the gun was not loaded and there was no child.

Pete Orput, the head of the Washington County Attorney's office said last year that sex trafficking of minors was "the most egregious crime that could be committed" when explaining why Washington County needed our own sex trafficking unit (which he was given). Yet:
The first men caught in the prostitution stings were handed down their punishments...after they appeared to have made a plea deal. The County prosecutor for the cases states the plea deals are made to avoid costly and lengthy trials. Also to avoid the chance of these offenders being found not guilty. By offering the plea deal on lesser charges they get the guilty verdict. In our opinion that does not seem like justice. Yes resources are limited; but why should that get in the way of the prosecution? Does handing out plea deals like this show the County Attorney is "Finding the bastards and piling on?"

The other half of the weak punishment coin is MN sentencing guidelines and MN law. We found this out last year when law makers followed our request to DOUBLE the punishment for Child Trafficking from 10 years/ $20,000 to 20 years/ $40,000. We found the effort was a waste because sentencing guidelines force judges to hand out basically 2 years probation and a $50 fine see the dozen+ examples:

1.) MICHAEL LEONARD TALLMAN 
He arranged to meet who he thought was a 14 year old "deaf" child for sex. Stating he wanted to teach her about sex. 
He brought skittles to the arranged meeting place where he was arrested.
Sentenced on March 2016
CONVICTION: Prostitution Hire 
SENTENCE:  30 days jail and 2 years of probation, $1,000 fine, psychosexual evaluation and treatment, and no contact with minors.
2.) BRIAN PATRICK O'BOYLE DOB: 
County says computer

He arranged to meet who he thought were two girls in a hotel room who were 14 and 15 
years old and the price for a half hour was $80 and $125 for the full hour. 
Sentenced on March 2016
CONVICTION: Prostitution - Hire             
SENTENCE: 30 days in jail, $1,000 fine, 2 years of probation, and take all medications as prescribed.
